Boys like shorts, especially if you combine it with a flat shoes. Don't wear heels and shorts at the same time, cause the shorts give you casual look while the heels give you formal look.

    One, buy a sparkly dress, I suggest the gold one cause it'll make you spark and seen by many people on the party you attended. 

    Two, sparkly dress is already flashy, so I recommended for you not to wear any necklace. Necklace will ruin your dress and your style, cause it won't match with the dress. Some people may say that it's tacky and so inappropriate.

    The last step is to buy a beige shoes that will match your dress. Make sure it's a high heels, cause wearing flats to a formal party isn't quite right. Well, it's okay to wear flats to formal party but if you want to work it like Taylor Swift then you should wear high heels cause they make you look glamorous.
